What is Digital Inclusion & Community Technology?

Definitions of Community Technology, Digital Inclusion

The digital divide is the gap in opportunities that residents, non-profits, businesses and communities have when some have greater information technology access, skills and services. The terms digital inclusion, broadband adoption and community technology are used in conjunction with this effort. The Communities Connect Network has looked at international efforts and worked to create a clearer framework to help guide investment and strategies in these areas. There is a lot of overlap between the meaning and use of these terms. We also worked to get defintions passed into Washington State law. See more on our wiki about this.

Digital Inclusion is
The goal of equity in information technology access, literacy and meaningful content. See our fuller definition (pdf document) for important details.

Broadband Deployment & Adoption is
Distribution of high speed Internet infrastructure…followed by prevalence and equity in use of the Internet pipeline/network and services provided.


Community Technology is

The strategy, programs and services to help reach digital inclusion and adoption.


Community Technology Centers (CTC) or programs provide the beneficial, hands-on access, training and interaction with technology that low-income, seniors and others need to become greater adopters of broadband and other technologies.


helping.jpg These programs, located in non-profits, government agencies or community centers, low-income housing, workforce training sites, or elsewhere provide:

  • Education and skill building opportunities in Internet basics, tech skills for jobs, education, self-sufficiency or civic particpation
  • Access to hardware and software
  • Internet connectivity, and
  • Access to vital online services like health care.
